“Developments and Changes 4 years after the Statement on Joining the Customs Union”

On September 3, 2013, after meeting with Russian President Vladimir Putin in Moscow, Serzh Sargsyan, the President of Armenia, stated: “We discussed in detail issues related to the Eurasian integration and I confirmed Armenia’s decision to join the Customs Union and participate in the processes of formation of the Eurasian Economic Union.” 

After this statement, Armenia's integration policy changed by 180 degrees. Before this, Armenia had been negotiating over the Deep and Comprehensive Free Trade Agreement with the European Union for 3 years and it was expected that in autumn 2013, this agreement would be signed. However, after the abrupt change in the country's foreign policy, Armenian found itself in the Eurasian Economic Union, established on the initiative of Russia.

Most of experts expressed opinions that Serzh Sargsyan made such a decision under the harsh pressures of Russia, which questioned the ability of Armenia to make sovereign decisions in the field of foreign policy. With a strange coincidence on September 3, 2017, Armenia refused to participate in the NATO "Agile Spirit 2017" military exercises held in Georgia without any reason and unexpectedly. Armenia had approved its participation for a long time.
