Improvements Aimed at Equal Opportunities, Prevailing Obstacles and Challenges

Many are the expectations from the new government concerning solving the problems and defending the rights of people with disabilities. This note was struck at June 6 press conference at Media Center by Suren Maghakyan, President of “Full Life” NGO, Coordinator at “National Platform on the issues of people with disabilities.”

“The revolution is followed by a different political situation, and those problems that have lingered there for years will hopefully be tackled. We have witnessed the approaches of this team, this political party involves people with disabilities who hold high positions. This is quite encouraging. Concerning equal opportunities unfortunately I have not seen tangible steps in the government’s program, but I think it is a matter of time and this program is a short-term”, said Maghakyan.

He also touched upon the RA bill on “Human Rights Defense and Social Inclusion of People with Disabilities”, that was adopted at 1st reading by the NA on March 2. He presented the joint proposals of “Full Life” NGO, 10 member organizations of “National Platform on the issues of people with disabilities”  and experts for amending the bill.   

“A few principles must be implemented. One is the principle of general inclusion in all issues and programs. We recommend that any legal act or a program be subjected to expertise against disability sensitivity”, stresses Maghakyan.

He also dwelled upon the feasibility of public transportation and buildings and necessity of conveniences.

“The point is not that the new buildings lack those feasibilities and do not provide them. The elements of discrimination must be minimized”, Maghakyan said and stressed that the institute of attendant and helper must be included in the law.

He also touched upon the program of rstructuring the special care institutions, orphanages, and emphasized that the program does not cover the orphanages for children with disabilities, which is also a serious gap.
