Serob Khachatryan, Education Expert, was the speaker of the discussion. At the beginning of the discussion, the expert mentioned that he is nor against the optimization process and the point is not the optimization but the arrangement of it.
Serob Khachatryan thinks that the optimization should not be a result of a business way of thinking, it should have a social emphasize.
“Optimization should be a part of a big plan. Only optimization is not efficient. The educational system should be observed and decided how to conduct optimization. We always make episodic reforms in Armenia,” Khachatryan said.
The speaker believes that the process of optimization should pass the schools in rural communities, and the saved money sould be directed to rural schools where there is a great need of support.
“There are villages where you just cannot close the schools. The roads are closed in Shirak region in winter; there are mountainous villages where the roads are in a bad condition. Even if three pupils attend the school, it should be preserved; the same is about the border villages. At the same time, there are villages that are emerged with each other, if they do not have a problem with roads, such villages can be united,” the expert said.
Khachatryan said that the schools optimization should be observed in the context of Serj Sargsyan’s statement that there is a goal to increase the number of population of Armenia by 2040.
“If the population will be up to 4 million, why to close the schools? We have such an example. Because of the lack of children, the kindergartens were closed. But when they became free of charge, everyone took their children and there is no place any more. To be accepted to a kindergarten became more difficult than to go to the Yerevan State University,” Khachatryan said.
The expert considers that as a result of the optimization high quality teachers should not be unemployed. Knowledge check should be conducted and those with high performance should be employed.
